While Coveñas is a village, Tolú is a town of 33,000 inhabitants. It has neighborhoods, a church, and a main square. It even has one pretty decent coffee shop! Both are extremely touristy. Both have the same weather and water, being separated by only 30 minutes of road. When you arrive in Tolú, it gives off a vibe of Cúcuta except with the ocean in front. I stayed at Kevin's Hotel for about $25 per night, the best hotel I found is called Oasis Tolú Hotel Boutique for about $150 per night (I negotiated them down to $85 for a very last-minute deal after problems with my original hotel). Think of Coveñas as a resort destination. You'll want to go with a group, not much going on at night, but more "luxury" options. And Tolú as a more authentic Colombian experience. The city, while touristy, is bustling during the day but not as much as at night when everyone comes out, there are crowds in the streets, and even food markets.
